Operating managers in the aggregates industry have seen increasing priority placed on managing nonoperational, non‐production details. Compliance with safety, permits, environmental, corporate reporting and human resource priorities are all necessary but have little positive impact on operating performance. With this, few managers have time to obtain the operating Knowledge necessary to establish the realistic performance potential of their processing systems.


Inability to effectively evaluate current operating performance restricts planning and scheduling to a “Seat–of‐the‐Pants” approach based merely on previous Experience without Knowledge of current system condition, capabilities or processing limits. Accepting Experience‐Limited, budgeted production and financial projections as valid operating targets incorrectly implies acceptance of past performance as a valid target for future results.


W. Edwards Deming, an esteemed American statistician, professor, author, and consultant, accurately describes this as “…management by numerical goal, …an attempt to manage without knowledge of what to do…”. Without system Knowledge, managers become limited operationally to reactionary efforts directed toward achieving short‐term budget‐based financial expectations. Operating initiatives become limited, often entirely, to compliance with spending limitations, blindly accepting current operating Experience as indication of system capabilities and limits without Knowledge of hidden performance potential.
Aggregate operations require both competent compliance and performance management, however, it is important to consider that, just as we know that without regulatory and corporate compliance there would be no operations allowed; without performance Knowledge there may not be adequate profitability and no reason to operate leaving us with no compliance to manage.
